Our hypothetical scenario begins with Hurricane Zoe striking the Southeastern United States. Extremely strong winds, rain, and rising tides caused destruction and damage in Zoe's path. Luckily, no fatalities were reported, but people and hospitals in the affected area are in need of assistance.

In the wake of Zoe, the Administration for Strategic Preparedness and Response (ASPR) is ready to render aid in what has now been declared a Public Health Emergency.
